Rhianon Bragg, a woman from Rhosgadfan, Gwynedd, endured a terrifying eight-hour hostage situation with her ex-partner in 2019. Despite this trauma, she asserts that the experience paled in comparison to the relentless nature of being stalked. As she reflects on her ordeal, Bragg criticizes the “shockingly low” number of Stalking Prevention Orders (SPOs) issued by Welsh police forces.
A recent investigation by BBC Wales Live revealed a startling trend: only five SPOs were issued by police in Wales in 2023. This number stands in stark contrast to over 8,000 reports of stalking made during the same period. While police officials assert that tackling stalking is a priority, the lack of effective measures raises pressing concerns.
Bragg recalls her own traumatic encounter:
“It was a shock but not a surprise when my ex-partner confronted me with a shotgun.”
She believes that despite the introduction of SPOs in January 2020—just after her incident—there has been little progress in their implementation and effectiveness.
The limited use of SPOs has drawn significant criticism from victims and advocates alike. Bragg argues that these orders are ineffective if not actively utilized:
“It’s not a useful tool if you don’t pick it up and use it.”
Her sentiments echo those of television presenter Ruth Dodsworth, who experienced severe stalking and coercive behavior from her ex-husband. Dodsworth emphasizes that even after legal repercussions for her abuser, the emotional toll remains profound.
Police leadership acknowledges these challenges as well. North Wales Police Chief Constable Amanda Blakeman stated it is imperative that stalking cases are taken seriously and noted ongoing efforts to improve training based on victim experiences.
Detective Sergeant Sally White, appointed as a stalking coordinator, highlighted the importance of understanding the complexity of stalking cases and ensuring proper training across law enforcement agencies.
As Wales grapples with the issue of stalking, there is hope for change through increased awareness and dedicated resources. The establishment of specialized roles within police forces aims to enhance responses to stalking incidents while fostering collaboration among various agencies.
Bragg’s experience serves as both a warning and a call to action. Until society recognizes stalking as a pervasive issue and addresses it effectively, many individuals will continue to live in fear.
