Approval of the ‘Salva Milano’: a step towards the construction recovery

The Chamber of Deputies recently approved the measure known as ‘Salva Milano’, with 172 votes in favor and 41 against. This measure will now have to be examined by the Senate. The new provisions aim to clarify the urban and building framework of the city, promising to unblock several construction sites currently at a standstill.

Division in the opposition

The approval of the ‘Salva Milano’ has highlighted a clear division among the opposition parties. While the Partito Democratico, +Europa, Italia Viva and Azione have expressed their support, the representatives of Alleanza Verdi e Sinistra (Avs) and the Cinque Stelle have opposed the measure.

Angelo Bonelli of Avs criticized the law, calling it a “gift to real estate speculation”. On the other hand, Paolo Emilio Russo of Forza Italia emphasized that it was the municipal administration that requested the intervention of Parliament to solve a problem that hinders the urban development of the metropolis.

The main changes introduced

The approved text introduces significant changes in the authorization process for the construction of new buildings. Among the most relevant changes:

  • Prior authorization for detailed plans or agreed subdivisions will no longer be mandatory.
  • This measure applies to new constructions on already urbanized land or for interventions on existing buildings. These changes are intended to simplify bureaucratic procedures and encourage a resumption of construction projects, which have long been at a standstill due to regulatory uncertainties.

With the approval of the ‘Salva Milano’, the city is preparing for a possible relaunch of the construction sector.
