Contract renewal for Central Functions: a controversial agreement

The renewal of the 2022-2024 contract for the Central Functions sector, which involves approximately 195,000 employees of ministries and tax agencies, has sparked strong controversy. Signed at Aran, the agreement saw the participation of Cisl-Fp and autonomous unions such as Confsal Unsa, Flp and Confintesa Fp, while Fp-Cgil and Uil-Pa dissociated themselves. The signatory unions represent a majority of 54.6%. The agreement provides for an average salary increase of 165 euros per month for thirteen months. Among the most significant changes, the possibility of adopting a short working week of four days, maintaining the 36 hours per week on an experimental basis, is highlighted.

Controversies and reactions from the unions

The general secretaries of Fp-Cgil and Uil-Pa have expressed strong disappointment regarding the early closure of the negotiation. According to them, the government and Aran have chosen a path that does not adequately respond to the needs of workers in the sector. The unionists speak of “forcing” at a time when a meeting was scheduled at Palazzo Chigi on issues of the public sectors.

“Today the government and Aran are taking responsibility for choosing the path of breaking off a negotiation that is still underway,” declared Sorrentino and Colombi. Maurizio Landini, secretary of the Cgil, called for a real social revolt, underlining the urgency of addressing the problems related to people’s living and working conditions. According to Landini, the upcoming general strike on November 29 represents the beginning of a broader mobilization to improve not only the budget law but also the quality of life in the country.

While some groups are trying to promote dialogue and tangible improvements, others are expressing concerns about the government’s approach.
