Cybersecurity in Italy Nordio unveils 715 million plans

During this meeting, the Minister of Justice, Carlo Nordio, expressed deep concerns about recent events related to data theft, calling them unacceptable and dangerous for democracy. He also announced that the National Cybersecurity Agency has allocated over 715 million euros to strengthen the IT services and systems of the public administration. These resources will cover the financial years from 2022 to 2024 and will also extend to the subsequent periods up to 2026. The funds come from both the PNRR, with a total of 376 million, and from the national strategy for cybersecurity, amounting to 339 million.

Nordio stressed the importance of investing in security measures against hacker attacks, acknowledging that the world was unprepared for this threat. He highlighted how attackers often act before the state can implement adequate regulations. The Minister for Relations with Parliament, Luca Ciriani, confirmed that the government has considered strengthening cybersecurity essential since the beginning of its mandate. The vulnerability of networks was an issue already evident before the current executive.

Ciriani responded to a question regarding urgent initiatives to improve the security of sensitive public databases and illustrated the progress in organizing the Cybersecurity Agency (ACN). He also mentioned the law approved in June 2024, which expands communications on cyber incidents between public administrations.

Ciriani also addressed the importance of cybersecurity in strategic sectors and said that tougher sanctions have been introduced for serious cybercrimes. The crime of extortion has also been readjusted to include practices related to ransomware. He specified that every cyber incident is considered a crime and that rules have been created to ensure effective collaboration between investigations and the restoration of digital systems.

Finally, Ciriani spoke about the Cybersecurity Unit meeting with key representatives such as the National Anti-Mafia and Anti-Terrorism Prosecutor and the Governor of the Bank of Italy. This group meets periodically to discuss preventive measures against cyber threats such as ransomware.
