Humanitas in Rozzano, along with the hospital in Ancona and Careggi in Florence, has been recognized as one of the best healthcare facilities in Italy. Domenico Mantoan, director general of the National Agency for Regional Health Services (Agenas), stressed that the intent of the National Outcomes Program is not to reward or punish, but to incentivize the improvement of healthcare. In 2023, after a period of decline due to the pandemic, hospitalizations increased, reaching almost 8 million, with an increase of 312 thousand compared to the previous year, bringing the data back to pre-pandemic levels.

The report analyzed the performance of 1,363 public and private hospitals through 205 indicators. A significant example concerns femur fractures: in 2023, 95,808 interventions were recorded, with an increasing percentage of patients operated promptly, going from 53% to 59%. However, most hospitals do not reach the 60% target, with critical situations in Calabria and Liguria. Some of the best hospitals are also located in the Center-South, such as the Umberto I Hospital in Syracuse and the Pertini in Rome.

Another common procedure is laparoscopic cholecystectomy, with 101,700 operations in 2023. The number of patients who remain hospitalized for less than three days increased from 86% to 88%. This indicates an overall improvement in the safety of healthcare services. In terms of deliveries, there were 381,766 births in 2023, a decrease compared to 2022. However, the number of facilities that perform fewer than 500 deliveries per year is increasing, which are considered less safe according to international standards.

The rate of cesarean sections remains high in the southern regions, where percentages of up to 40% are recorded. Although there is a reduction in the use of episiotomy from 24% in 2015 to 11% in 2023, significant regional differences persist. Furthermore, the timeliness of access to coronary angioplasty for heart attacks has improved from 57% to 63%.

For cancer, there have been significant changes in surgical volumes: for example, in the case of breast cancer, over 66,000 operations were performed in 2023. However, case fragmentation remains high for pancreatic cancer and other cancer types, highlighting the need to concentrate operations in facilities with greater experience and operational capacity.
