Dossieraggio Scandal at the Databases Suppresses Italian Democracy

Further details emerge from the investigation by the District Directorate of Milan regarding the illicit extraction of thousands of sensitive data from national databases and the phenomenon of dossier-making. The public prosecutor Francesco De Tommasi, in the documents of the investigation into the group dedicated to the creation of dossiers, underlines that “these are individuals who represent a danger to the democracy of the country”. These individuals are defined as “extremely dangerous” because, through illegitimate dossier-making practices, they have created real parallel databases and have indiscriminately spread confidential and secret information, putting citizens and institutions in crisis. Furthermore, their actions can influence business and public processes, including judicial procedures.

Nunzio Samuele Calamucci was identified as the owner of a hard disk containing approximately eight hundred thousand Sdi, information from the police database. In a wiretap last January with former police officer Carmine Gallo, who was also arrested, Calamucci stated: “Eight hundred thousand Sdi, I have that over there”. In another conversation dating back to November 2023, he expressed the need to “put aside” six or seven million USB sticks containing data. According to prosecutors, the amount of data managed by Calamucci was “enormous”, corresponding to at least 15 terabytes.

Another wiretap reveals concerns about possible searches: “Carmine is at risk of being searched, so we must not leave any foreign material here.” This sentence is part of the arrest warrant in which a spy network led by former super cop Gallo is dismantled. In collaboration with Enrico Pazzali, president of the Fiera Foundation, the group allegedly worked on commission to draw up illicit dossiers by tapping into national databases. It was common practice in the group to delete data obtained illegally; numerous conversations reveal the attempt to “make everything disappear” because “you never know.”

Pierfrancesco Majorino, leader of the PD in the Regional Council of Lombardy and member of the national secretariat of the Democratic Party, commented on the inevitable resignation of President Pazzali. He stated that what emerges from the wiretaps is enough to make his position in such a significant body incompatible. He also highlighted how the affair also involves important figures of the Lombard right who could be candidates in the next municipal elections in Milan. The situation described in the wiretaps highlights an internal struggle in the right that compromises the authority of the institutions.

Deputy Prime Minister and Foreign Minister Antonio Tajani also expressed his views on the issue of the dossier. He stressed the importance of the security of confidential data in addition to safety on the streets.
